Who We Are

Born in the Tenant Improvement sector of commercial building, Division 9 has been proud to leave our mark on many different building and client types in our 20 years in business. We have managed a unique variety of scopes including sanitary wall systems, loading dock ramps, stone countertops, exterior pavers and cladding, handmade staircases and railing systems.

Our clientele includes facility & property managers, building owners, end users, government agencies, school districts and commercial contractors in the new construction and tenant improvement sectors.

D9 exists to enrich the experience of our employees, clients and community, by conducting our business sensibly and with absolute integrity, providing a safe and productive workplace, improving our environmental legacy, and constantly improving through increasing knowledge and experience.

Melissa Rossi

Melissa Rossi, D9 President and CEO, wrote the company’s first business plan in 2002. Since becoming a partner in 2005, Melissa has been critical to the expansion of D9 into multiple locations and lines of business. Melissa's experience in a variety of industries has contributed to the development of a finely tuned infrastructure, and kept efficiency during periods of growth and recession. She is a former chair of the Snohomish Economic Development Committee, board director of Fuse Alliance, and current board secretary of the WA Chapter of the American Subcontractor Association. Melissa resides on a pear orchard in Peshastin, WA with her husband and daughters.

Ed Cifra

Ed Cifra joined D9 in 2021. As Director of Operations, he manages workplace safety policy, valuing prevention through education. He assesses various departments and implements changes that improve operational efficiency. Prior to D9, Ed led several companies within the Building Industry, beginning with building a Seattle-based commercial janitorial startup in 2005. Ed moved into commercial flooring maintenance and improved carpet and upholstery cleaning processes through the use of greener techniques, saving thousands of gallons of water per year. Ed spends his free time with his wife and daughter while enjoying bass guitar, biking and attending Seattle Kraken and Mariner games.

Jaymee Niemann

Jaymee Niemann joined D9 in 2010. She has worked and held leadership in nearly all aspects of the business, including estimating, project management, and accounting, providing her with a unique view of the company. Before working at D9, Jaymee held an estimating and project management role at a similar company and worked as a customer service representative for our tile vendor in Phoenix. Estimating is natural for her, having grown up reading electrical blueprints and helping with her family’s residential contracting business. Jaymee, her husband, and their two young children spend their free time attending to their tree farm, camping, and cheering on the Seahawks.
